Site Development Plan 2025: Draft of second amendment published

The Federal Maritime and Hydrographic Agency (BSH) has today published a draft of the second amendment to the site development plan 2025 (Flächenentwicklungsplan, FEP 2025). Comments may be submitted up to and including 20 July 2026.

The BSH has reviewed the designations of the 2025 site development plan relating to offshore wind sites that have not been awarded yet. The aim of the amendment presented today is to take account of developments since the publication of the site development plan in January 2025, with a view to ensuring the efficient and consistent expansion of offshore wind energy.

Options to adjust sites N-10.1 and N-10.2 are proposed, taking into account the area for other forms of energy generation (sonstiger Energiegewinnungsbereich) SEN-1. Sites N-12.4 and N-12.5 shall not be tendered in 2027; consequently, their commissioning is also postponed. The associated grid connection system will be designated to connect sites further from the coast as part of the forthcoming revision to the site development plan. The tender process and commissioning of areas N-6.8 and N-12.6 will each be postponed by one year.

The draft of the second amendment to the 2025 site development plan contains consultation questions. Public authorities and the public are invited to submit their comments on the draft and the consultation questions by 20 July 2026. The second amendment to the 2025 site development plan is to be finalised, if possible, during the third quarter of 2026.

A preliminary assessment of the specific case concerning effects on the environment was carried out in relation to the planned amendments. According to this assessment, a Strategic Environmental Assessment is not required.
