The Federal Maritime and Hydrographic Agency (Bundesamt für Seeschifffahrt und Hydrographie, BSH) has conditionally defined the routes for the offshore grid connection systems NOR-11-1, NOR-11-2, NOR-12-1, NOR-12-2 and NOR-13-1 in the site development plan 2025 (Flächenentwicklungsplan 2025, FEP 2025). In order to rule out any impairment of the security of national and alliance defense, a crossing of the Artillerieschießgebiet Nordsee (ASG) defined in the ROP 2021 as a reserved area for defense by offshore grid connection systems is generally not an option. In accordance with Chapter II.3.2 of the FEP 2025, the transmission system operators shall submit a report to the BSH by 30.04.2025 in which alternative options for the routing of the above-mentioned routes are examined according to the criteria of (i) impact on timeline if commissioning and operation of the offshore grid connection systems, (ii) total economic costs and (iii) environmental impact.
The BSH will decide on the route of the individual offshore grid connection systems by 15.05.2025 with the approval of the Marinekommando.
The transmission system operators have submitted the corresponding report on the assessment of the bypass of the Artillerieschießgebiet Nordsee to the BSH by the deadline today. The report was published on the BSH website.
