The Federal Maritime and Hydrographic Agency (BSH) is initiating the process to update and revise the existing Site Development Plan (Flächenentwicklungsplan, FEP 2025). BSH has published a preliminary draft and the draft scope for the strategic environmental assessment. The preliminary draft outlines a path to expanding capacity from the current level of approximately 11 gigawatts to 70 gigawatts by 2045. It is already based on the current draft of the Offshore Wind Energy Act amendment.
The preliminary draft and draft scope for the strategic environmental assessment, as well as maps and results from accompanying studies, are available on the BSH website. Authorities and the public have the opportunity to submit comments until December 3, 2026.
